Mission Statement

Dolphin Rugby Football Club (DRFC) is committed to making Rugby Football accessible and open to everyone who wishes to be involved in the game. We, as a Club, recognise the importance of, and are committed to equity, diversity, equal opportunities, fair treatment and respect to all involved and employed in our Club.

We shall achieve this by upholding the principals of equal opportunity in every aspect of the work we do. We support the development and implementation of practices that do not discriminate.

The Management Committee of DRFC fully supports this policy and is responsible for its implementation and periodic review. Everyone involved in sport has a personal responsibility to meets its requirements.

 Scope of the policy

DRFC recognises its responsibilities in respect of ensuring that its policies and procedures benefit not only its members but also the local community and will ensure that it engages with local partners and organisations.

The Management Committee is responsible for the implementation and effectiveness of the Policy, but the success of the Policy depends on the commitment of all the members and employees.

The Management Committee is also responsible for establishing equality indicators and for devising and implementing positive action plans where appropriate.

The purpose of this Policy is to set out our commitment to and further the work with regard to equality, diversity and inclusion. It also outlines our targets, setting out the mechanism for implementing, monitoring, and co-ordinating progress towards the achievement of our policy objectives.

To ensure that no one attending the Club receives any less favourable treatment than anyone else

To demonstrate good practice, working collaboratively with community partners

 Policy Statement

(a)    DRFC is committed to operating in accordance and within the Employment Equality Act 1998 and the Equal Status Act 2000.

(b)   It is the aim of DRFC, through relationships with its members, visitors, employees, and associates that everyone will be treated fairly, with respect and on an equal and non–discriminatory basis. We endeavour not to place any individual at a disadvantage by imposing conditions or requirements which cannot be justified.

(c)     DRFC acknowledge their responsibility for setting standards and values which will apply throughout the Club and at every level of activity.

(d)    We will ensure that all participants involved in all aspects of Rugby Football or other pastimes or social activity will be given equal opportunity irrespective of age, gender, marital status, sexual orientation, race, ethnic origin, religion or belief, ability or disability.

(e)    DRFC is committed to eliminating discrimination by reason of age, gender, marital status, sexual orientation, race, ethnic origin, religion or belief, ability or disability.

(f)     DRFC will ensure that all members of the community have access to and have the opportunity to take part in, and enjoy, our programme of activities, competitions and events.

(g)    DRFC will not tolerate harassment, bullying, abuse or victimisation of any individual, including sexual or racially based harassment or other discriminatory behaviour, whether verbal or physical and will work to ensure such behaviour is met with appropriate action in whatever context it may occur.

(h)   The Management Committee is committed to the immediate investigation of any complaints of discrimination on the above grounds once they are brought to its attention – see Complaints Procedure below.

(i)      We will apply the principles of equal opportunity to all areas of our activity namely; Recruitment and Training of Staff, Coaches and Officials, whether employed or volunteers.

The Management and Committees of DRFC believe that equality of equal opportunity and diversity is vital to its success and an essential pre-requisite to the achievement of its goals, in the delivery of the best possible facility that is accessible, appropriate and responsive to meeting the diverse needs of individuals and the local community.

Complaints Procedure

In the event that any Member, employee or visitor to the Club feels that he/she has suffered discrimination or harassment in any way or that the policies, rules or Code of Conduct have been broken they should follow the procedures below.

1.     The complainant should report the matter in writing to the Honorary Secretary or another member of the Management Committee of DRFC. The report should include:

(a)    Details of what is alleged to have occurred

(b)   Details of when and where the alleged occurrence took place

(c)    Any witness details and copies of witness statements (if any)

(d)   Names of any others who may have been treated in a similar way (provided that those people consent to their names being disclosed)

(e)   Details of any previous complaint(s) made about the alleged incident, including the date and to whom such complaint was made

and

(f)     An indication as to the desired outcome

2.     If the person accused of discriminatory behaviour is an employee, the Management Committee will regard the incident as a disciplinary issue and will follow Disciplinary Procedures set out for employees or (if none exists) the statutory procedure.

3.      If the person accused of discriminatory behaviour is a non–employee, the Management Committee or representatives of the Management Committee will:

(a)    Request that both parties to the complaint submit written evidence regarding the alleged incident

(b)   May decide (at its discretion ) to uphold or dismiss the complaint without holding a hearing

(c)     May (at its discretion) hold a hearing (whether or not such a hearing is requested by either party ) at which both parties will be entitled to attend and present their case

(d)   Will have the power to impose any one or more of the following sanctions on any person found to be in breach of any policy, (including the equality Policy):

I)    A written warning as to future conduct

Ii)   Suspension from membership

Iii)  Removal from membership

iv)  Exclude a non–member from the club premises either temporarily or permanently

vi)  Turn down a non–member’s current and/or future membership application

vii)  Will provide both parties with written reasons for the decision made

If the nature of the complaint is with regard to the Management Committee or other body or group within DRFC, the Member/visitor has the right to report the discrimination or harassment directly to the Honorary Secretary of the Irish Rugby Football Union.

 Terminologies and Descriptions

·         Direct Discrimination occurs when a person is treated less favourably than another person because of a protected characteristic. Direct discrimination also includes discrimination because a person is wrongly thought to have a particular protected characteristic or is treated as if they do.

·         Indirect Discrimination occurs where the effect of certain requirements, provisions or practises imposed by an organisation has an adverse impact disproportionately on one group or other. Indirect discrimination generally occurs when a rule or condition, which applied equally to everyone, can be met by a considerably smaller proportion of people from a particular group, the rule is to their advantage and it cannot be justified on other grounds.

·         Discrimination arising from Disability occurs when a disabled person is treated unfavourably because of something connected with their disability and this unfavourable treatment cannot be justified. Treatment can be justified if it can be shown that it is intended to meet a legitimate objective in a fair, balanced and reasonable way. If this can be shown then the treatment can be lawful. This form of discrimination can occur only if the Club (or Person from the club) knows or can reasonably be expected to know that the disabled person is disabled.

·         Harassment can be described as inappropriate actions, behaviour, comments or physical contact, which may cause offence i.e. mental or physical anxiety or hurt to an individual. It may be related to gender, Gender reassignment, and race, Disability, sexuality, age, religion, nationality or any personal characteristic as an individual.

·         Dignity is about respectful, responsible, fair and humane behaviour, something that is reflected in the constitution.

·         Prejudice is literally pre- judging someone. It is usually led by negative, irrational feelings, resulting from preconceived attitudes and opinions.

·         Social exclusion is when people or areas suffer from one or a combination of linked problems such as unemployment, poor skills, low income, high crime environment or lack of Facilities.

Code of Conduct

Code for Players

- Play for enjoyment and become part of the rugby family.

- Respect the “Game of Rugby” and play within the laws of the Game.

- Accept the referee’s decision and let your captain or coach ask any relevant questions.

- Play with control. Do not lose your temper.

- Always do your best and be committed to the game, your team and your club.

- Be a “good sport”. Applaud all good play whether by your team or the opposition.

- Respect your opponent. Treat all players as you would like to be treated. Do not “bully” or take advantage of any player.

- Rugby is a team sport and make sure you co-operate with your coach; team mates and members of your club.

- Remember that the goals of the game are to have fun, improve your skills and feel good.

- At the end of the match thank your opponents and the referee for the match.

- Always remember that you owe a duty of care to your opponents. Tackle hard but fairly, do not intend to hurt your opponent.

- Winning and losing is part of sport: Win with humility – lose with dignity.

- As part of the team it is important that you attend training regularly and listen to your coach and help your team.

- As a team sport it is important to understand that all members are important to the team!

- Remember you are representing your team, club, family and the Game of Rugby.

Code for Parents

- Remember, young people play rugby for their enjoyment, not only yours.

- Encourage your child always to play by the Laws of the Game.

- Teach young children that honest endeavour is as important as winning, so that the result of each game is accepted without disappointment.

- Help young people to work towards skill improvement and good sportsmanship.

- Set a good example by applauding good play on both sides.

- Never ridicule, humiliate or shout at young players for making a mistake or losing a match.

- Do not place emphasis on winning at all costs.

- Do not force an unwilling child to participate in the playing of rugby. If the child is to play, he/she will do so in good time through your encouragement.

- Support all efforts to remove verbal and physical abuse from rugby.

- As a spectator do not use profane language or harass referees, coaches or players.

- Do not publicly question the referees’ judgement and never their honesty.

- Recognise the value and importance of volunteer referees and coaches.

- Identify and acknowledge the good qualities of the Game of Rugby and uphold these values.

- Remember you and your child’s contribution to the Game of Rugby is very important to the IRFU and be proud of your contribution.

- Understand the value of team sport and the importance there of.

Code for Coaches

- Remember that as a coach of an “age grade team” you are to act in “loco parentis” and to that extent your duty of care is more onerous than that of a coach to an adult team.

- Lead by example – young people need a coach whom they respect.

- Be generous with your praise when it is deserved. Never ridicule or shout at players for making mistakes or losing a match.

- Teach your players that the Laws of the Game are mutual agreements which no one should evade or break.

- Prepare young players for inter-class and inter-school activities.

- Be reasonable in your demands on the players’ time, energy and enthusiasm.

- Ensure that all players participate in matches. The “average” players require and deserve equal time.

- Remember that young players play for fun and enjoyment and that skill learning and playing for fun have priority over highly structured competition. Winning is not the only objective.

-Develop player and team respect for the ability of opponents, as well as for the judgement of referees and opposing coaches.

- Insist on fair play and disciplined play. Do not tolerate foul play, fighting or foul language. Be prepared to take off an offending player.

- Encourage young players to develop basic skills and sportsmanship. Avoid over specialisation in positional play during their formative years.

- Set realistic goals for the team and individual players and do not push young players into adult-like competitions.

- Create a safe and enjoyable environment in which to train and play.

- Do not over burden younger players with too much information.

- Make a personal commitment to keep yourself informed on sound coaching principles and methods, and on the principles of growth and development of young people.

- Be aware of the effect you have on growing children.

- Never criticise the referee and touch judges during or after a match in front of players or spectators.

- Always thank the match officials and if they have made decisions which require clarification, discuss the problems after everyone has changed.

- Seek and follow the advice of a doctor in determining when an injured player is ready to play again.

- Ensure that proper equipment and facilities are available at all times.

- Be responsible and ensure you uphold the ethos of the game and the IRFU.

- Attend coaching courses.

- Support the Code of Ethics and all policies regarding Children in Sport.

- Ensure you and your players are proud of your team, club and efforts during the season.

Code for Spectators

- Remember that although young people play organised rugby they are not “miniature internationals”.

- Be on your best behaviour and lead by example. Do not use profane language or harass referees, players or coaches.

- Applaud good play.

RFC CLUB RULES

THE NAME OF THE CLUB SHALL BE THE DOLPHIN RUGBY FOOTBALL CLUB.

INTERNATIONAL RUGBY FOOTBALL BOARD

THE LAWS OF THE  GAME  OF  RUGBY FOOTBALL  AS IT IS TO  BE PLAYED  BY THE

MEMBERS   SHALL   BE  THOSE   OF  THE   INTERNATIONAL   FOOTBALL   BOARD  AS

ADOPTED BY THE IRISH  RUGBY FOOTBALL UNION.

MANAGEMENT OF THE CLUB;

THE BUSINESS AND AFFAIRS OF THE CLUB SHALL BE UNDER THE MANAGEMENT OF

A COMMITTEE, CONSISTING   OF   TRUSTEES,   THE   PRESIDENT,   THE   VICE­

PRESIDENTS,  THE  PAST  PRESIDENTS,  SENIOR,  JUNIOR  AND MINOR  TEAM

CAPTAINS, THE HON. SECRETARY, THE HON. TREASURER,  AND THREE  ORDINARY

MEMBERS. THE COMMITTEE OF THE CLUB AS DEFINED SHALL  BE ELECTED

TOGETHER WITH  THE  CAPTAINS  AND VICE-CAPTAINS  OF  THE  SENIOR,  JUNIOR

AND  MINOR   FIFTEEN   – AT  THE   ANNUAL  GENERAL   MEETING.     THE   ANNUAL

REPORT OF THE HON SECRETARY SHALL BE SUBMITTED AT THIS MEETING.

IN THE EVENT OF A VACANCY OCCURRING BETWEEN THE ANNUAL ELECTIONS IN

THE OFFICE OF HON.  SECRETARY   OR HON TREASURER   THE SAME SHALL   BE

FILLED BY THE COMMITTEE.  NO  MANAGER  OR  SERVANT  EMPLOYED   IN  THE

CLUB SHALL  ANY PERSONAL  INTEREST  IN THE SALE OF  EXCISABLE  LIQUOR  OR

IN  THE   PROFIT   ARISING   FROM  SUCH  SALES.     ANY PERSON   WHO   HAS BEE N

SUSPENDED UNDER RULE 6 CLAUSE   (e) SHALL NOT BE ELIGBLE FOR ELECTION TO

THE COMMITTEE IN THE FOLLOWING YEAR

THE  COMMITTEE SHALL  HAVE POWER  FROM  TIME  TO  TIME  AT  THEIR

DISCRETION  TO  CO-OPT  A CLUB  MEMBER  OR  CLUB  MEMBERS  TO  THE

COMMITEE AND ANY MEMBER  SO  CO-OPTED  SHALL  REMAIN  A  MEMBER  OF

THE COMMITTEE UNTIL THE FOLLOWING A-INUAL GENERAL MEETING.

THERE  SHALL  BE A SELECTION  AND TRAINING  COMMITTEE FOR  EACH SENIOR

AND JUNIOR  TEAM  AND ONE  OF  THE  MINOR  TEAMS.  THEY SHALL BE

RESPONSBLE FOR THE SELECTION AND TRAINING OF THEIR RESPECTIVE TEAMS FOR

ALL CLUB   MATCHES.      THEY   SHALL  HAVE  THE POWER   TO  SEEK   THE

SERVICES OF ANY MEMBER  OR MEMBERS OF THE CLUB THEY MAY DEEM

NECESSARY  IN  THE  DISCHARGE  OF  THEIR  DUTIES  BUT  SUCH  SERVICES   MAY

ONLY BE SOUGHT IN AN ADVISORY CAPACITY.

THE SENIOR SELECTION  AND TRAINING COMMITTEE SHALL CONSIST OF THE

CAPTAIN  OF  THE   FIRST   FIFTEEN   AND  THREE   NON-PLAYING   MEMBERS   WHO

SHALL BE ELECTED  AT THE ANNUAL GENERAL MEETING  AND WHO SHALL

NOMINATE A FIFTH  MEMBER  AS COACH AND OR SELECTOR TO BE APPROVED  BY

THE INCOMING GENERAL PURPOSES COMMI1TEE. THE JUNIOR SELECTION AND

TRAINING   COMMITTEE SHALL CONSIST OF THE JUNIOR CAPTAIN AND FOUR

SENIOR SELECTION COMMITTEE SHALL NOMINATE. THE MINOR SELECTION AND

TRAINING   COMMITTEE    FOR   ALL   MINOR   TEAMS   SHALL   CONSIST   OF   THE

CAPTAINS AND FOUR OTHER MEMBERS ONE OF WHO SHALL BE A MEMBER OF

THE JUNIOR SELECTION AND TRAINING COMMITTEE AS NOMINATED BY THE

JUNIOR SELECTORS. THE COMMITTEE SHALL BE ELECTED BY A BALLOT AT THE

ANNUAL GENERAL MEETING.

A  SCHOOLBOY   MEMBER SHALL NOT BE ELIGIBLE   FOR ELECTION   ON THE

COMMITTEE OR ON A SELECTION AND TRAINING COMMITTEE.

THE COMMITTEE SHALL HOLD MEETINGS AT INTERVALS OF NOT MORE THAN

TWO WEEKS DURING THE RUGBY FOOTBALL SEASON AND TWO MONTHS FOR

THE REMAINDER OF THE YEAR.  FIVE SHALL FORM A QUORUM EXCEPT AT SUCH

MEETINGS AS ARE HELD SOLELY FOR THE PURPOSE OF RULE NO.9 THE QUORUM

FOR SUCH MEETINGS SHALL BE DEFINED BY A SPECIAL RESOLUTION OF THE

COMMITTEE.  AT ALL COMMITTEE MEETINGS THE CHAIR SHALL BE TAKEN BY

THE PRESIDENT AND IN HIS ABSENCE BY ONE OF THE VICE – PRESIDENTS OR IF

NONE IS PRESENT BY A MEMBER CHOSEN BY THOSE PRESENT. THE CHAIRMAN

SHALL HAVE A CASTING VOTE IN ADDITION TO HIS ORDINARY VOTE. THE

COMMITTEE, IN ADDITION TO THE POWERS HEREIN BEFORE AND HEREIN AFTER.

CONFERRED IN IT SHALL: -

HAVE THE POWER TO RAJSE OR BORROW FOR THE PURPOSE OF THE CLUB SUCH

SUM OR  SUMS  OF  MONEY  AS THE  COMMITTEE  SHALL  THINK  FIT  FOR  SUCH

PERIOD, AT THE RATE OF INTEREST AND SUBJECT TO SUCH CONDITIONS AS THE

COMMITTEE  MAY THINK EXPEDIENT.

TAKE AND IMPLEMENT ALL DECISIONS RELATING TO THE EXPENDITURE OF CLUB

FINANCE AND NO INDIVIDUAL MEMBER OR MEMBERS SHALL COMMIT THE CLUB

TO ANY EXPENSE EXCEPT WITH THE APPROVAL OF THE COMMITTEE.

RAVE POWER TO ALTER BYELAWS FOR THE REGULATION OF THE CLUB, EITHER

TO BE TEMPORARY,  EMERGENCY AS THEY MA \’ CONSIDER NECESSARY IN THE

INTERESTS OF THE CLUB, SUCH BYELAWS SHALL HAVE EFFECT UNTU.. SET ASIDE .,

BY A GENERAL MEETING. ‘

HAVE POWER TO APPOINT SUB-COMMITTEES, TO DEFINE THE SCOPE OF THEIR

AUTHORITY, TO CONFER UPON THEM THE DISCHARGE OF THEIR FUNCTIONS, AND

THE TERM OF THEIR OFFICE. THE COMMITTEE SHALL DEFINE THE QUORUM AT

THE TIME OF THEIR APPOINTMENT.

HAVE POWER TO SUSPEND, AT ITS DISCRETION, ANY MEMBER WHO FAILS TO

ATTEND AT THREE CONSECUTIVE MEETINGS OF THE COMMITTEE OR ANY SUB­

COMMITTEE TO WHICH HE MAY BE ELECTED.

HAVE   POWER TO   FILL   ANY VACANCY, WHICH   MAY OCCUR IN ITS RANKS OR

THOSE OF THE SELECTION AND TRAINING COMMITTEE DURING THE YEAR.

BE    RESPONSIBLE   FOR    THE    ELECTION   OF    ALL    MEMBERS   OF    THE    CLUB

CONFORMING TO RULE 9.

HAVE POWER TO ELECT AS HON. LIFE MEMBERS OF THE CLUB SUCH PERSONS

AS THE   COMMITTEE SHALL R.E.COMMEND   FOR   ELECTION ON THE   GROUNDS OF

SPECIAL  SERV1CES TO   THE   CLUB   OR   DISTINCTION  IN·  THE   GAME  OF   RUGBY

FOOTBALL, SUBJECT TO   THE  APPROVAL AND  CONFIRMATION  OF   THE   FIRST

GENERAL MEETING HELD  AFTER SUCH  ELEC’TION.

HAVE POWER TO OVER-RIDE ANY DECISION   OF THE SELECTION AND TRAINING

COMMITTEES IN MATTERS OTHER THAN SELECTION AND TRAINING.

THE     BON     SECRETARY   SHALL   KEEP     MINUTES   OF    ALL    PROCEEDINGS    IN

COMMITTEE AND GENERAL MEETINGS IN ADDITION   TO OTHER DUTIES ASSIGNED TO

HIM, EMBODIED IN THE RULES.

CORRECT ACCOUNT BOOKS SHALL BE KEPT BY THE HON. TREASURER SHOWING THE

FINANCIAL AFFAIRS AND RECEIPTS AND DISBURSEMENTS OF THE CLUB. AND THEY

SHALL BE LAID   BEFORE THE   ANNUAL   GENERAL MEETING IN A DULY AUDITED

BALANCE SHEET. A BANKING ACCOUNT SHALL BE KEPT IN THE   NAME OF THE CLUB IN

SUCH BANK AS THE COMMITTEE MAY FROM TIME TO TIME DETERMINE.      ONE

MEMBER   OF    THE    COMMITTEE   AND    ALSO    THE    HON TREASURER SHALL SIGN

ALL   CHEQUES.  THE   COMMITTEE AT   THEIR FIRST MEETING SHALL NOMINATE TWO

MEMBERS OF THE COMMITTEE FOR THIS PURPOSE.

ELECTION OF MEMBERS.

THE ELECTION OF ALL MEMBERS SHALL BE IN THE HANDS OF THE COMMITTEE. ALL

CANDIDATES FOR  MEMBERSHIP MUST  BE DULY  PROPOSED AND  SECONDED BY TWO

MEMBERS OF THE  CLUB, THE  CANDIDATE SHALL BE  EXCLUDED IF  THE MAJORITY OF

THOSE PRESENT DO NOT VOTE  IN HIS/HER FAVOUR.

THE  MEMBERS OF  THE  CLUB  SHALL BE DIVIDED  INTO  SIX  CLASSES i.e. PLAYING

MEMBERS,  -  NON-PLAYING MEMBERS, -  SENIOR MEMBERS, -  SCHOOLBOY MEMBERS,

ASSOCIATE PAVILION MEMBERS, AND ASSOCIATE BRIDGE MEMBERS RESPECTIVELY.

SAVE AND PROVIDED IN THESE RULES ALL CLASSES OF MEMBERS SHALL HAVE EQUAL

RIGHTS AND PRIVILEGES.

ONLY MEMBERS WHO HAVE BEEN MEMBERS OF THE CLUB FOR OVER 20 YEARS

AND ARE OVER THE AGE OF SIXTY-FIVE SHALL QUALIFY AS SENIOR MEMBERS.

MEMBERS   MAY BE MALE OR FEMALE OVER THE AGE OF T\VENTY ONE YEARS.

ASSOCIATE PAVILION MEMBERS AND ASSOCIATE BRIDGE MEMBERS SHALL NOT

BE ENTITLED TO BE: -

NOMINATED   OR   SECOND   NOMINATION   FOR   CANDIDATES   TO   ELECTION    TO

OFFICERSHIP OR COMMITTEE.

PROPOSE OR SECOND NOTICES OF MOTION.

BE PRESENT, OR VOTE AT ANY ANNUAL OR EXTRAORDINARY GENERAL MEETING

BECOME AN OFFICER OF THE CLUB.

THERE SHALL BE A DEFINED ANNUAL SUBSCRIPTION PAY ABLE BY MEMBERS IN

ADVANCE, AS FOLLOWS; -

PLAYING MEMBERS                             €120.00

NON-PLAYING MEMBERS                 €120.00

SENIOR MEMBERS                                €120.00

SCHOOL-BOY MEMBERS                   €75.00

ASSOCIATE PAVILION  MEMBERS €60.00

 

AFTER ELECTION OF A CANDIDATE FOR ADMISSION TO THE CLUB, THE SECRETARY

SHALL SEND HIM NOTICE THAT HE HAS BEEN ELECTED. IF HIS SUBSCRIPTION  AND

ENTRANCE FEE ARE NOT PAID WITHIN  ONE MONTH AFTER RECEIVING THIS

NOTIFICATION HIS  ELECTTON BECOMES  VOID AT THE OPTION OF THE

ANY MEMBER  WHOSE  SUBSCRIPTION   REMAINS UNPAID  ON  THE  FIRST  DAY OF

DECEMBER ANY YEAR SHALL,  IF  THE  COMMITTEE SO  DECIDE  CEASE  TO  BE A

MEMBER OF THE CLUB.   IN EACH  YEAR, AFTER  THE  FIRST  OF  DECEMBER, THE

TREASURER   SHALL  POST   ON  THE   NOTICE  BOARD  A  LIST  OF  ALL  MEMBERS

IN THE COMPANY OF A MEMBER.

C.  A  MEMBER  SHALL   NOT  INTRODUCE   THE  SAME  GUEST  MORE  THAN  SIX  TIMES   IN  ONE

THE NAME OF THE CLUB SHALL BE THE DOLPHIN RUGBY FOOTBALL CLUB.

INTERNATIONAL RUGBY FOOTBALL BOARD

THE LAWS OF THE  GAME  OF  RUGBY FOOTBALL  AS IT IS TO  BE PLAYED  BY THE

MEMBERS   SHALL   BE  THOSE   OF  THE   INTERNATIONAL   FOOTBALL   BOARD  AS

ADOPTED BY THE IRISH  RUGBY FOOTBALL UNION.

MANAGEMENT OF THE CLUB;

THE BUSINESS AND AFFAIRS OF THE CLUB SHALL BE UNDER THE MANAGEMENT OF

A COMMITTEE, CONSISTING   OF   TRUSTEES,   THE   PRESIDENT,   THE   VICE­

PRESIDENTS,  THE  PAST  PRESIDENTS,  SENIOR,  JUNIOR  AND MINOR  TEAM

CAPTAINS, THE HON. SECRETARY, THE HON. TREASURER,  AND THREE  ORDINARY

MEMBERS. THE COMMITTEE OF THE CLUB AS DEFINED SHALL  BE ELECTED

AND  MINOR   FIFTEEN   – AT  THE   ANNUAL  GENERAL   MEETING.     THE   ANNUAL

IN THE EVENT OF A VACANCY OCCURRING BETWEEN THE ANNUAL ELECTIONS IN

AND JUNIOR  TEAM  AND ONE  OF  THE  MINOR  TEAMS.  THEY SHALL BE

RESPONSBLE FOR THE SELECTION AND TRAINING OF THEIR RESPECTIVE TEAMS FOR

ALL CLUB   MATCHES.      THEY   SHALL  HAVE  THE POWER   TO  SEEK   THE

SERVICES OF ANY MEMBER  OR MEMBERS OF THE CLUB THEY MAY DEEM

NECESSARY  IN  THE  DISCHARGE  OF  THEIR  DUTIES  BUT  SUCH  SERVICES   MAY

ONLY BE SOUGHT IN AN ADVISORY CAPACITY.

THE SENIOR SELECTION  AND TRAINING COMMITTEE SHALL CONSIST OF THE

CAPTAIN  OF  THE   FIRST   FIFTEEN   AND  THREE   NON-PLAYING   MEMBERS   WHO

SHALL BE ELECTED  AT THE ANNUAL GENERAL MEETING  AND WHO SHALL

NOMINATE A FIFTH  MEMBER  AS COACH AND OR SELECTOR TO BE APPROVED  BY

THE INCOMING GENERAL PURPOSES COMMI1TEE. THE JUNIOR SELECTION AND

TRAINING   COMMITTEE SHALL CONSIST OF THE JUNIOR CAPTAIN AND FOUR

SENIOR SELECTION COMMITTEE SHALL NOMINATE. THE MINOR SELECTION AND

TRAINING   COMMITTEE    FOR   ALL   MINOR   TEAMS   SHALL   CONSIST   OF   THE

CAPTAINS AND FOUR OTHER MEMBERS ONE OF WHO SHALL BE A MEMBER OF

THE JUNIOR SELECTION AND TRAINING COMMITTEE AS NOMINATED BY THE

JUNIOR SELECTORS. THE COMMITTEE SHALL BE ELECTED BY A BALLOT AT THE

ANNUAL GENERAL MEETING.

A  SCHOOLBOY   MEMBER SHALL NOT BE ELIGIBLE   FOR ELECTION   ON THE

COMMITTEE OR ON A SELECTION AND TRAINING COMMITTEE.

THE COMMITTEE SHALL HOLD MEETINGS AT INTERVALS OF NOT MORE THAN

TWO WEEKS DURING THE RUGBY FOOTBALL SEASON AND TWO MONTHS FOR

THE REMAINDER OF THE YEAR.  FIVE SHALL FORM A QUORUM EXCEPT AT SUCH

MEETINGS AS ARE HELD SOLELY FOR THE PURPOSE OF RULE NO.9 THE QUORUM

FOR SUCH MEETINGS SHALL BE DEFINED BY A SPECIAL RESOLUTION OF THE

COMMITTEE.  AT ALL COMMITTEE MEETINGS THE CHAIR SHALL BE TAKEN BY

THE PRESIDENT AND IN HIS ABSENCE BY ONE OF THE VICE – PRESIDENTS OR IF

NONE IS PRESENT BY A MEMBER CHOSEN BY THOSE PRESENT. THE CHAIRMAN

SHALL HAVE A CASTING VOTE IN ADDITION TO HIS ORDINARY VOTE. THE

MEMBER   OF    THE    COMMITTEE   AND    ALSO    THE    HON TREASURER SHALL SIGN

ALL   CHEQUES.  THE   COMMITTEE AT   THEIR FIRST MEETING SHALL NOMINATE TWO

MEMBERS OF THE COMMITTEE FOR THIS PURPOSE.

ELECTION OF MEMBERS.

THE ELECTION OF ALL MEMBERS SHALL BE IN THE HANDS OF THE COMMITTEE. ALL

CANDIDATES FOR  MEMBERSHIP MUST  BE DULY  PROPOSED AND  SECONDED BY TWO

MEMBERS OF THE  CLUB, THE  CANDIDATE SHALL BE  EXCLUDED IF  THE MAJORITY OF

THOSE PRESENT DO NOT VOTE  IN HIS/HER FAVOUR.

THE  MEMBERS OF  THE  CLUB  SHALL BE DIVIDED  INTO  SIX  CLASSES i.e. PLAYING

MEMBERS,  -  NON-PLAYING MEMBERS, -  SENIOR MEMBERS, -  SCHOOLBOY MEMBERS,

ASSOCIATE PAVILION MEMBERS, AND ASSOCIATE BRIDGE MEMBERS RESPECTIVELY.

SAVE AND PROVIDED IN THESE RULES ALL CLASSES OF MEMBERS SHALL HAVE EQUAL

RIGHTS AND PRIVILEGES.

ONLY MEMBERS WHO HAVE BEEN MEMBERS OF THE CLUB FOR OVER 20 YEARS

AND ARE OVER THE AGE OF SIXTY-FIVE SHALL QUALIFY AS SENIOR MEMBERS.

MEMBERS   MAY BE MALE OR FEMALE OVER THE AGE OF T\VENTY ONE YEARS.

ASSOCIATE PAVILION MEMBERS AND ASSOCIATE BRIDGE MEMBERS SHALL NOT

BE ENTITLED TO BE: -

NOMINATED   OR   SECOND   NOMINATION   FOR   CANDIDATES   TO   ELECTION    TO

OFFICERSHIP OR COMMITTEE.

PROPOSE OR SECOND NOTICES OF MOTION.

BE PRESENT, OR VOTE AT ANY ANNUAL OR EXTRAORDINARY GENERAL MEETING

BECOME AN OFFICER OF THE CLUB.

THERE SHALL BE A DEFINED ANNUAL SUBSCRIPTION PAY ABLE BY MEMBERS IN

AFTER ELECTION OF A CANDIDATE FOR ADMISSION TO THE CLUB, THE SECRETARY

SHALL SEND HIM NOTICE THAT HE HAS BEEN ELECTED. IF HIS SUBSCRIPTION  AND

ENTRANCE FEE ARE NOT PAID WITHIN  ONE MONTH AFTER RECEIVING THIS

NOTIFICATION HIS  ELECTTON BECOMES  VOID AT THE OPTION OF THE

ANY MEMBER  WHOSE  SUBSCRIPTION   REMAINS UNPAID  ON  THE  FIRST  DAY OF

DECEMBER ANY YEAR SHALL,  IF  THE  COMMITTEE SO  DECIDE  CEASE  TO  BE A

MEMBER OF THE CLUB.   IN EACH  YEAR, AFTER  THE  FIRST  OF  DECEMBER, THE

TREASURER   SHALL  POST   ON  THE   NOTICE  BOARD  A  LIST  OF  ALL  MEMBERS

WHOSE  SUBSCRIPTIONS  REMAIN  UNPAID.   A  FINAL NOTICE’ MUST BE SERVED

BEFORE ANY MEMBER IS POSTED ON THE BOARD. THE COMMITTEE SHALL HAVE

POWER   TO RE-ELECT   ANY SUCH MEMBER WITHOUT   ENTRANCE FEE WITHIN

TWELVE MONTHS ON PAYMENT OF HIS SUBSCRIPTION, AND ALL MONIES DUE TO

THE CLUB, TOGETHER WITH THE APPROPRIATE FINE.

RESIGNATION OF MEMBERS

ANY MEMBER   INTENDING   TO   RESIGN   FROM THE   CLUB   MUST SIGNIFY   HIS INTENTION

IN   WRITING    TO   THE    BON.   SECRETARY    AND   MUST   PAY   HIS ‘ \ SUBSCRIPTION

FOR THE   CURRENT   YEAR.  (COMMENCING   ON   THE FIRST OF SEPTEMBER.) BEFORE

HIS RESIGNATION MAY BE ACCEPTED BY THE

REMOVAL OF A MEMBER

IF ANY CIRCUMSTANCES CONNECTED WITH THE CONDUCT OF A MEMBER AND

LIKELY TO ENDANGER THE   WELFARE   OR GOOD   ORDER   OF THE   CLUB IS

BROUGHT   TO   THE   NOTICE   OF   THE   COMMITTEE    IT SHALL   BE   AT   THEIR

DISCRETION    TO   SUSPEND   HIS    MEMBERSHIP    UNTIL    THE    NEXT   GENERAL.

MEETING.   IN THE  EVENT  OF  IT  BEING  SO  VOTED,  AT  THAT  MEETING,   BY  A

SIMPLE  MAJORITY  OF  THE  MEMBERS  PRESENT,  THE  NAME OF SUCH  MEMBER

SHALL  BE  REMOVED  FROM  THE  CLUB  AND  SUCH  INDIVIDUAL  SHALL

IMMEDIATELY CEASE TO BE A MEMBER. VOTING SHALL BE BY BALLOT.

A COMPLAINT BY A MEMBER MUST BE SUBMITTED IN WRITING TO THE RON.

SECRETARY  WHO SHALL  BRING THE  COMPLIANT  BEFORE  THE  COMMITTEE  AT

THE  FIRST  MEETING  NEXT AFTER  THE  RECEIPT  BY  HIM OF  THE  SAID

THE TRUSTEES  OF THE CLUB SHALL BE ELECTED  AT A GENERAL  MEETING  AND

THEY  SHALL   HOLD  OFFICE   UNTIL  THEY  SHALL   RESIGN   OR   CEASE   TO   BE

MEMBERS  OF THE CLUB.- UNLESS REMOVED FROM OFFICE  BY RESOLUTION  OF A

GENERAL MEETING.

THE PROPERTY OF THE CLUB SHALL BE VESTED IN THE TRUSTEES WHO SHALL

DEAL WITH SUCH PROPERTY, AS DIRECTED BY A RESOLUTION OF THE COMMITTEE

(OF WHICH AN ENTRY IN THE MINUTE BOOK SHAL_L BE SUFFICIENT EVIDENCE).

THE  TRUSTEES  SHALL  BE INDEMNIFIED  AGAINST  ALL  LIABILITY AND EXPENSES

INCURRED BY THEM  BY REASON OF THEIR  POSITION  INSOFAR AS THE ASSETS OF

THE CLUB MAY BE DEFICIENT, BY MEMBERS OF THE CLUB.

THE TRUSTEES OF THE CLUB BE AND ARE HEREBY AUTHORISED TO BORROW IN

THEIR   OWN  NAMES  ON  BEHALF   OF  THE  CLUB  AS  TRUSTEES  SUCH  SUMS  OF

MONEY TO THE EXTENT  NOT EXCEEDING SUCH AMOUNT AND UPON SUCH TERMS

AND CONDITIONS, AS MAY  BE  AUTHORISED  BY  A  RESOLUTION   OF  THE

COMMITTEE OF  THE  CLUB. TO SECURE THE AFOREMENTIONED BORROWINGS THE

TRUSTEES BE AND ARE HEREBY AUTHORISED TO GIVE SUCH SECURITY AS MAY BE

AUTHORISED BY A RESOLUTION OF THE COMMITTEE.

THE ANNUAL GENERAL   MEETING OF THE CLUB SHALL BE HELD BEFORE   THE

15TH  DAY  OF  SEPTEMBER  IN  EACH, YEAR  AT  SUCH  PLACE  AND TIME   AS  THE

COMMITTEE MAY APPOINT, AND THE BON. SECRETARY  SHALL  GIVE  NOT  LESS

THAN   SEVEN   DAYS  NOTICE   IN  WRITING   OF  THE   SAID  MEETING    TO   EACH

MEMBER,  SETTING   OUT   THE   TIME   AND  PLACE   AND  THE   NATURE   OF   THE

BUSINESS  TO  BE  TRANSACTED.    TWELVE MEMBERS SHALL FORM A QUORUM.

UPON THE  ADMISSION  OF  SUCH  A VISITOR  TO  THE  CLUB  PREMISES, OR  IMMEDIATELY UPON HIS

BEING SUPPLIED WITH  SUCH  LIQUOR  ENTER HIS OWN NAME AND ADDRESS OF THE  VISITOR TO THE

THAT DAY DURING WHICH  IT IS LAWFUL  FOR THE CLUB TO SUPPLY ANY EXCISABLE  LIQUOR FOR

CONSUMPTION ON THE CLUB PREMISES,

(I) ORDERED BY OR ON BEHALF OF THAT PERSON AT THE SAME TIME AS A SUBSTANTIAL MEAL

(II) CONSUMED BY THAT PERSON DURING THE MEAL OR AFTER THE MEAL HAS ENDED.

(3)  (A) EXCISABLE   LIQUOR SHALL   NOT BE SOLD   OR SUPPLIED   TO   ANY PERSON   UNDER

EIGHTEEN YEARS OF AGE.

(B) NO MANAGER OR SERVANT  EMPLOYED IN THE CLUB AND NO MEMBER  OF THE COMMITTEE OF

GOVERNING   BODY  SHALL  HAVE  ANY PERSONAL  INTEREST IN  THE  SALE  OF  EXCISABLE-.\

LIQUOR THEREIN, OR IN THE PROFITS ARISING FROM SUCH SALE.

(4) (A) ALL MEMBERS  EXCEPT JUNIOR  MEMBERS MAY INTRODUCE  GUESTS IN THEIR  COMPANY

TO  THE  CLUB SUBJECT TO  SUCH  RESTRICTIONS AND REGULATIONS THAT  THE  COMMITTEE

MAY MAKE FROM TIME TO TIME. THE NAME OF EACH GUEST SHALL BE ENTERED INTO THE

VISITOR’S BOOK ON ENTERING THE CLUB TOGETHER WITH THE DETAILS OF HIS ADDRESS OR

CLUB AND ENTRY SHALL BE SIGNED BY THE MEMBER INTRODUCING THE GUEST.

(2) A GUEST SHALL NOT BE SUPPLIED WITH EXCISABLE LIQUOR UNLESS ON THE INVITATION AND

IN THE COMPANY OF A MEMBER.

C.  A  MEMBER  SHALL   NOT  INTRODUCE   THE  SAME  GUEST  MORE  THAN  SIX  TIMES   IN  ONE

CALENDAR YEAR AND NO GUEST SHALL BE INTRODUCED  TO THE CLUB MORE  THAN TWELVE

TIMES IN THE SAID CALENDAR  YEAR.

D. THE  GENERAL  COMMITTEE SHALL  AT ALL TIMES  HAVE  THE  POWER  OF  CANCELLING  OR

CURTAILING  THE ADMISSION  OF A GUEST WITHOUT CITING  A REASON.

NO  PERSON  SHALL   BE  ALLOWED   TO  BECOME  HONARY  OR  TEMPORARY  MEMBER  OF  THE

CLUB, OR BE RELIVED OF THE PAYMENT OF THE REGULAR SUBSCRIPTION EXCEPT;–

THE HONORARY MEMBER REFERRED TO IN RULE6 (b)

ALL PERSONS (NOT MEMBERS  OF THE CLUB) PLAYING RUGBY FOOTBALL AT MUSGRAVE PARK

ALTERATIONS IN RULES

NO ALTERATION (EXCEPT AS MAY BE RENDERED NECESSARY TO COMPLY WITH ANY STATUTE)

SHALL BE MADE IN THE RULES OF THE CLUB EXCEPT WITH THE SCANTION OF TWO THIRDS OF

THE MEMBERS PRESENT AND VOTING AT A GENERAL MEETING, CALLED FOR THE PURPOSE OF

CONSIDERING ANY PROPOSED ALTERATION.  THE COMMITTEE SHALL MAKE ANY ALTERATION,

WHICH MAY BE REQUIRED TO COMPLY WITH ANY STATUTE.

Dolphin RFC  fully recognises the need and its responsibility to remain vigilant at all times to the threat of performance enhancing drugs in the sport and implements an anti-doping policy in line with the Irish Rugby Football Union, Irish Sports Council (ISC), World Rugby and World Anti-Doping Agency (WADA) regulations and guidelines.
In addition to the serious danger to your health, Doping is contrary to the spirit of Rugby and every member has a duty to ensure the sport is free of doping
